Abstract：Through the comparison between the Northern part of Jiangsu and the South part of Jiangsu, the evaluation of the resources-environment update situation and the potential of exploitation, and the quantity analysis of the relationship among resources environment and development, it is showed that the abundant resources is a great support to regional development in the Northern part of Jiangsu; but the resources using efficiency is low, the load-support capacity is declining fast, environmental loading is heavy,all these factors have contributed to hindering the regional sustainable development.Based on the above,the author gives some suggestions on the adjustment of resources-environment system,and the construction of support capacity.
