Abstract：The historical and cultural resources in Xi'an are evaluated with nationwide and worldwide preservation of culture as background. The paper holds that the abundant historic and cultural heritage is the strategic resources of Xi'an development. Taking the preservation of city individuality and creation of uniqueness of the ancient city into consideration, the author puts forward the strategic thinking about the positioning of Xi'an as a historic and cultural city in China, the existing contradiction between preservation and development, key studies and supportive policies made by the government.
