MULTIDIMENSIONAL EVALUATION OF NEW URBAN POVERTY IN XI'AN CITY

Abstract:The domestic research on poverty is often based on economic indicators in China. In this paper, adopting methods of FGT index and AF measurement, regarding Street Office as research unit, the authors do research respectively on income poverty of main city and multidimensional poverty of typical poor areas based on income data in Xi'an. Seven dimensions include education, employment, housing and so on. And then analyze the characteristics and causes. The main conclusions are follows:(1) For income levels, comprehensive analysis of the hardware and software conditions, such as history of urban development, reform, welfare policy, residents willingness and so on, revenue in space shows the overall characteristics of "Southern and Western High, Northern and Eastern Low" and "Staggered in central city". (2) The extension of poverty shows the overall characteristic of decreasing from the northeast to the southwest; The depth of poverty shows the spatial characteristics of interphase high and low from north to south; The intensity of poverty is overall smaller. High levels of poverty are mainly concentrated in the northern regions, urban-rural fringe, inner recession areas and old industrial zone. (3) For the multidimensional poverty, with the increase of the dimension, the poverty incidence and Multidimensional Poverty Index decreases gradually, and poverty deprivation share increases. (4) For the typical poor area, the most serious areas of multidimensional poverty are Old Town Recession Zone (Street Office Jiefangmen) and Floating Population Villages(Street Office Yuhuazhai), which are followed by the Ruins of Protected Areas(Street Office Liucunpu), and the degradation of the old state-owned industrial area(Street Office Fangzhicheng)is relatively the lightest region.
