Abstract:With the constant development of cultural industries, the government and academe pay more attention to the Cultural Industries Production System (CIPS), which is helpful to measure the quantity of cultural economy in order to make a better plan.
The first period of CIPS designing is from 1970s to 1980s. In this period, UNESCO designed the first framework for cultural statistics in the world. Since 1990s, the second period has arrived. The government and academe in different countries took part in the CIPS designing actively. First, various kinds of CIPS appear, and the situation will be continued in a long time. Second, the sorts designed with industrial codes are inclined to be more and clear. And function division in CIPS designing becomes a great creativity for it can reveal the characteristics of structural changing in cultural industries. Third, CIPS design improves Standard Industrial Classification (SIC) design. CIPS has been listed in SIC in some countries. Many kinds of SIC are revised by CIPS in order to tell from the cultural and the non-cultural. Expressly, many countries begin to design associated SIC.
Based on the above, CIPS designed by Chinese National Bureau of Statistics should be reinforced and improved. Then the paper designs a new one. In the new CIPS, the "three-circle-dividing" is abandoned. More sorts designed with industrial codes appear. And function dividing is put into practice. Meanwhile, it is pointed out the SIC in our country should be improved and connected with international standard.
