Abstract:In contemporary China, how to reveal characteristics of industrial recession areas' spatial distribution and rearrangement is a hot issue in the context of rapid urbanization. Since 1980s, Chinese cities have experienced dramatic transformation of its industry development system from planned-economy toward the market-economy. Recent literatures concentrate on spatial features of industrial recession areas in transitional Chinese cities and the differences with the counterparts in advanced market economies. Nonetheless, researches on this issue are restricted by the lack of systematic data-especially spatial data, and by the limitation of the traditional statistical model in establishing the complex causal relationship in building the evaluation index system of industrial recession areas. Based on about 66 industrial recession cities data during the past decades and GIS integrated data, this paper explores the general evaluation and actual description of the features of the industrial recession areas in China through neural network and GIS spatial analysis models. The author chooses the environmental, industrial, social and economic development quality as the core indicators in the evaluation index system in measuring the industrial recession levels. The author finds that: 1) China's old industrial-based cities have an obvious division spatial feature in the process of industrial declination worldwide. Geographically speaking, these industrial recession areas are mainly located in the middle and west China. 2) By using neural network model to analyze different cities' recession characteristics and their mechanisms, the author finds that these industrial recession cities can be divided into four categories due to different recession stages, but different types of cities have diversified forming mechanisms. For example, the changes of governmental regulations and policies played an important role on forming the industrial structure in many industrial recession cities in the middle and west regions. 3) Finally, it is concluded that the declination causes of industry recession areas could be attributed to the environmental and ecological problems, a large number of low income people with few employment opportunities, as well as the low local economic vitality. It is believed the research would provide good references for further policy making and for the further researches on industrial recession areas in China.
