PROGRESS AND PROSPECT OF POST EVALUATION OF SPATIAL LAYOUT PLANNING

Abstract：Post evaluation of spatial layout planning has been drawn much attention from many scholars and governments. First, the development of post evaluation is reviewed based on the definition of basic concept of post evaluation of spatial layout planning. But, up to now, most study still focuses on the urban planning and land use planning, and few on the other kinds of spatial layout planning, such as regional planning and major function-oriented zone planning. Second, this paper summarizes the former researches on post evaluation from the objection, standard and contents of evaluation. (1)According to the evaluation objects, researches can be divided into three kinds which are result evaluation, process evaluation and overall evaluation.(2) There are many debates on the standard of evaluation, but the index defined in the planning documents, as a basal standard, is still chosen by most of the study. (3)The un-spatial indexes still play the main role in the post evaluation of spatial layout planning evaluation, even though the importance of spatial indexes has already been realized by most scholars. Finally, this paper reflects the development of post evaluation of China's spatial layout planning from the aspects of time arrangement, contents design, and for rational utilization of space and regional resources in different scale. The authors suggest that post evaluation of regional planning and major function-oriented zone planning should be paid more attention in the future. As for the time arrangement, it should be based on the planning system, while the period of evaluation on small-scale planning should be shorter than on big-scale planning. As for the contents design, since the mainly propose of post evaluation of spatial layout planning is to make the suggestions on how to improve the planning, analysis on causes of failure and success of planning should be the research key-point in the future.
