Abstract：In recent years, urbanization has become a focus problem in China. At present, the most difficulty problem in less developed areas is the slow development of off-farm industries in urban areas, especially the second industry, urbanization lacks of supports from powerful industries. So cities and towns have less attraction for the surplus labor forces in countryside, urbanization is progressing in a lower quality. In order to find a way to overcome these problems, this paper takes Guanzhong area in ShaanXi province as an example, uses the successful experiences of Cluster Initiative in foreign countries and the experiences of urbanization based on clusters in coastal areas for reference, analyze the interaction mechanism between industrial clusters and urbanization, as well as the conditions and advantages of Guanzhong area. Then, the author puts forward suggestion that cluster initiative impels the development of industrial clusters, then the clusters provide powerful and sustainable supports for the development of regional industrialization and cities and towns, finally, urbanization in Guanzhong area can walk up in fast and healthy way.
