Abstract Urban and regional network study under the background of ‘Space of Flows’ is the research frontier and hot spot both at home and abroad. It is the so-called "localized space of flows" that directly acts on a certain urban and regional area. As a result, the substitute method and the dominant flow are different. Overseas studies use information flow and airline flow to match the urban and regional network, which are fit for its industrialization development stage (post-industrialization), and its dominant flow is the invisible information flow. As it is known to all, China is famous for ‘the real economy’, manufacturing industry is the primary industry type. So its dominant flow is obviously the visible cargo or population flow. To sum up, it is quite urgent to find the proper method to match the urban and regional network under Chinese social and economical development background. This article chooses the typical industrial and mountainous city—Chongqing as the case study area. According to its development history and current industry composition, this article chooses the high way traffic flow (cargo and population flow) as the dominant flow. With the help of Social network analysis software (Ucinet), this article studies on the districts and counties network in Chongqing using the data of high way cargo flows. Results show that:1) The traditional so-called "One lap two wings" structure is changing to "two cores" structure. 2) The direction of main economic ties of the main city zone is west, which shows a good future for the cooperation of Sichuan and Chongqing. 3)The distribution of lateral horizontal contact shows an obvious directivity.
