3 BETWEEN EAST AND WEST: RESEARCH DIRECTIONS IN POLITICAL GEOGRAPHY

In the West, political geography has emerged as one of the most vibrant of human geography's subdisciplines over the past few decades. In China, by contrast, political geography is at a nascent stage of development. Interest in political geography is growing in China, but the cross-fertilization of ideas with Western political geographers is limited. There are several reasons for this state of affairs:the unfortunate lack of engagement of most Western political geographers with China, concerns over political sensitivities, and insufficient understanding among some Chinese economic and urban geographers of the nature of scholarly work in political geography. Looking forward, there are significant opportunities for the development of political geography in China-both in its own right and in dialog with Western political geography. Among the topics with the greatest potential to facilitate this type of development are 1) the ways in which the political organization of space in urban(and other subnational) units facilitates or impedes the pursuit of particular policy objectives, 2) the nature and significance of the geopolitical imaginaries that influence international relations, past and present, 3) the role of particular political geographic arrangements in fostering or mitigating conflict, 4) the changing nature of borders and boundary regions in the face of geopolitical and geo-economic changes, 5) political-geographic influences on environmental change. Work on these topics in China has the potential to enhance understanding of critical issues facing the country in the twenty-first century. To realize that potential, it will be important for Chinese scholars with political-geographic interests to demonstrate the nature and significance of work on political geography topics to a Chinese human-geography community focused heavily on urban-economic topics.

9 FROM INTER-STATE TO MULTI-SCALAR POLITICAL GEOGRAPHIES: A JAPANESE PERSPECTIVE

The postwar histories of political geography in Japan in particular are not necessarily prominent. Political geography had basically been one of the most inactive sub-fields in postwar Japanese geographywith a limited number of scholars and published works. This, however, is not necessarily the case now. Political geography is a reemerging field in Japan. In this paper, by specifying general trends in the publication on political geography and geopolitics, the authors first illustrates how political geography has been reemerging and critically reconstructed in Japan since the beginning of the 1990sto show its prewar involvement in classical geopolitics and postwar "slow" development of renewed political geography. From this comparison, they identifies recent parallel rise of publication on geopolitics and territory and proposes three future research orientations in political geographies of East Asia-the necessity of critical reflection on the historical development of political geography rooted in the 19th century, the danger of returning straight to classical geopolitics as an art for statecraft, and the significance of multi-scalar perspectives. They conclude that without these orientations it would be difficult to elucidate the spatiality, territoriality, and complexity of the contemporary world political map.

14 DECOMPOSING THE CONCEPT OF TERRITORY IN POLITICAL GEOGRAPHY

As one of the fundamental concepts in political geography, territory is widely used in not only geographical studies but also disciplines such as international relations, political science and even sociology. However, as pointed by many scholars including Stuart Elden, Robert Sack, Joe Painter and Saskia Sassen, the concept of territory has long been considered as unproblematic and received little rigorous investigation. Based on a systematic review of studies on territory in Anglophone political geography, we summarize three major perspectives to interpret the concept of territory. By combining the Marxist studies on production of space, Foucauldian studies of genealogy and power-technology relation, and our previous studies of scale and production of space, we propose a conceptual framework to interpret the different facets of territory. By critically reading Stuart Elden's works on "birth of territory" and based on his concepts of "quality" and "calculation", we highlight the importance of "quality" to interpret the epistemological territory and propose the term "weighing" to interpret the processes of forming territorial notion and making territorial tactics. This study may not only further the academic understanding of concept of territory in both ancient and contemporary China, but also have important implications for making territorial strategies by Chinese government.

20 FROM OVERSEAS TERRITORY TO ENCLAVE COMMUNITY: RESEARCH ON TRANSMUTATION OF ENCLAVE IN HUMAN GEOGRAPHY

As a key concept in geography, enclave is a product of spatial isolation and differentiation of politics, economy, and culture. While discussions on enclaves have been prevailing among western geographers and tend to be deepened and diversified, there is no consensus on the concept and classification of enclaves in China. Also, most of the existing literature is empirical research, only little consideration has been given to how enclaves evolve under diverse conditions on different scales. Combining with the traditional literature review and Citespace tools, this paper tries to put forward the development context and research hotspots of enclave research from the angle of concept evolution. The authors proclaim that the connotation of enclave in human geography has proceeded form overseas territory to economic enclave and enclave community, which can identify two branches. First, enclave has developed from a term in political and diplomatic fields to an approach in social, economic and cultural fields. Second, the understanding of enclave has transferred from state-centric to multi-scalar perspectives. According to their relations with home/host lands, enclaves can be divided into four categories:political enclaves, economic enclaves, enclave communities, and enclave states. The authors reckon the concept of enclave can not only generalize all kinds of geospatial heterogeneity phenomena but also become an analytical tool for interpreting geographical isolation and space-power connection. Finally, this paper gives an outlook of enclave study in the current socio-economic context and hopes that it can be useful to the later theoretical and empirical research.

28 INFORMATION POWER AND ITS GEOGRAPHICAL RESEARCH PROSPECTS

With the development of globalization and informatization, the global strategic power has been forming a new power structure within the infosphere, namely "information power", whichisalso accompanied by the emergence of information capitalism.As the research on the topic of information power has been looming for nearly 20 years, these is still confusion about what it actually means, especially since several similar terms are often used interchangeably. This paper aims to clarify the meaning of information power and conduct a deep discussionaboutthe related geographicalresearch progressat home and abroad. First of all, we hold that information power refers to the ability of an actor to exert influence on other actors by using information resources that he or she holds. It is to say that information power consists of two elements:information resources and actors. Then we can discuss them respectively:On the one hand, information resources include information infrastructure, information content, information and communication technology andcanbecorrespondinglytransformedto information powers about the acquisition, manufacture and the control of information. Therefor, the distribution and combination of information resources establishes the basic pattern of information power which reflect unbalanced characteristics in both state and urban scale. It's worth emphasizing that both of these two operational logic provide interesting views for us to understand the contemporary social and economic order.

37 THE TREND AND PROGRESS IN ELECTORAL GEOGRAPHY

Electoral geography has a long and complex history and once possessed a distinguished status within the discipline of political geography, which focused on relationships among democracy, space and political power involved in election. This dominance decreased after 1980 and the thematic coverage of electoral geography became partially obsolete. While social geography began to deal with more conceptual questions, electoral geography became utterly positivist and sank into its own ‘moribund backwater’. Electoral geographers had to face the challenges of renewal. To understand electoral geography better, and to learn how to develop it in a contemporary Chinese context. The paper uses a tool for measurement based on the amounts of research papers-579 articles published mainly in English language journals after 1982-from Web of Science. We have teased the venation of electoral geography development from 1982 to 2018, summarized and analyzed the directions and trends of research on this field. From the perspective of a quantitative literature statistics method. Electoral geography mainly includes four dimensions:The geography of voting, Electoral systems, Redistricting and gerrymandering and ballot/seat conversion, which corresponds to four research paradigms of electoral geography in the western academia:Spatial Analysis, Geographic mapping, Political Economy, Post-Structuralism; the relative concepts and theories of electoral geography, which perhaps explains social movement and public issue, local politics and grassroots election, migration and community autonomous, global geopolitics and diplomatic policy decisions, as well it also facilitates comprehensive knowledge and theoretical system of Chinese political geography.

46 POPULATION, GOVERNANCE AND POLITICAL GEOGRAPHY: REVIEW AND PROSPECT OF BIOPOLITICS IN CHINA

Biopolitics, first invented by Micheal Foucault in the 1970s, is used to explain the power relationship between government and population. Due to its innovative interpretation of power mechanism involved in governance of individuals, groups and population, the theory of biopolitics has pushed forward the discussion of biopower in many disciplines, and even brought about "bio-turn" in western academia. However, in China, biopolitics hasn't been much discussed and applied. After introducing the notion of biopolitics, devised by Foucault and later developed by Agamben, Hardt and Negri, this paper introduces three key mechanism constituting the power over population, including:the power to truth, governmental techniques, and subjectification. Following Hannah (2010), three explanatory strands and analytical perspectives of biopolitics are proposed, which are based on the notion of "the care of life", human resources in global capitalism, and racism and violence. In the end, the paper concluded with potential political geographic topics, which might be particularly productive through the lens of biopolitics in China's context.

54 STUDY ON THE CONSTRUCTION OF GUANGDONG-HONGKONG-MACAO GREATER BAY AREA: FROM THE RESCALING PERSPECTIVE

The construction of Guangdong-Hong Kong-Macao Greater Bay Area is a new regional development policy arrangement conducted by central government of China, which aims at regulating the relationship among national, regional and urban scales to guide capital flow in order to achieve the goals of specific spatial development. Therefore, it could be seen as a new round of the rescaling of Chinese state. Based on the Western theory of rescaling, this paper tries to explore that how the relational space, including the economic relations among the cities of Greater Pearl River Delta and territory politics between Chinese Mainland and Hong Kong, impacts on the process of state rescaling and how the state rescaling impacts on city rescaling. We think that the construction of Guangdong-Hong Kong-Macao Greater Bay Area focuses on reshaping the place for capital flow, providing a social platform for capital fix, continuing to participate in the international division of labor, deepening economic cooperation and improving its global competitiveness. The Chinese central state scales down to Guangdong Province Government, Hong Kong Special Administrative Region Government and the Macao Special Administrative Region Government, as a result, it makes the strategies adopted by these city governments more diversified. They include scale up and scale down in a city, cooperation alliance and scale politics between different cities. Through above analysis, it shows the complexity and network characteristics of rescaling in non-Western context and helps to rethink the rescaling theory.

63 MOBILITY AND IDENTITY: TAKING HONG KONG RESIDENTS AS EXAMPLE

Intergroup contact theory proved that intergroup contact reduce prejudice. In this paper, we use thedata of HKPSSD to analyze the influence of Hong Kong residents' cross-border movement on the Chinese identity. In this study, we found it's partially and not exactly that contacts make individuals and groups closer. In the initial stage, cross-border trips can indeed shorten the social distance between the residents of the two places and improve the Chinese identity of Hong Kong residents. Cross-border travelers have a higher degree of Chinese identity than those who do not come to mainland. But as the Hong Kong people cross the border more frequently, their Chinese identity becomes weaker. The result shows that the influence of crossborder mobility on the identity is non-linear. When the social distance between these two groups is shortened to a certain extent, it is difficult to further improve the Chinese identity although the communication increase. The groups with moderate cross-border frequency identify themselves as Chinese most regardless of their previous attitude toward mainland Chinese. Itseemsthat the optimal distinctivenessmodelcanexplainthefact. Social identity can be viewed as a compromise between assimilation and differentiation from others, where the need for deindividuation is satisfied within in-groups, while the need for distinctiveness is met through intergroup comparisons. Identity is formed in the interaction between seeking similarity and dissimilarity. The deeper the Hong Kong people experienced difference from mainlander, the more difficult for them to integrate different identities. Therefore, it is not enough to encourage contacts and communication for improving Hong Kong people's national identity. To reduce the barriers in the policy and institutional arrangements which distinguishing Hong Kong residents from mainland residents, will help cross-border Hong Kong people incorporate into the society in mainland China.

72 IMPACT OF THE BELT AND ROAD INITIATIVE ON CHINESE OFDI: A GEOPOLITICAL STRATEGIC PERSPECTIVE

As one of the major national strategies in China, the "Belt & Road" (B&R) initiative is expected to promote China's outward foreign direct investment (OFDI). However, with most existing studies focusing on the spatial distribution of China's OFDI among the B&R countries, few have examined whether the B&R initiative really cause more investment from China to the B&R countries and whether the investments in some pivotal regions grow faster than other regions after the declaration of B&R initiative. This paper tries to narrow this gap by integrating the theoretical and empirical findings in geopolitical studies and research on OFDI and examining the spatial difference and determinants of China's OFDI in the B&R countries based on the difference in difference (DID) method. It is found that the China's OFDI in the B&R countries grew rapidly after the declaration of the B&R initiative; however, the central and western Asia tends to attract more investments from China after controlling the effects of other variables, because of the importance of this region in geopolitics and the supportive policies made by Chinese government.

80 THE PROGRESS AND PROSPECT OF COMMERCIAL GEOGRAPHY IN THE CONTEXT OF CONSUMPTION SOCIETY

Since the 1920s and 30s, with the influence of positivism and behaviorism, the focus of commercial geography has revolved around such issues as spatial structure and boundary of commercial activities, location and types of commercial industries, and the impacts of consumer behaviors. Resulting from the rapid development of internet economy and the application of big data since the 1990s, new issues, such as the relationship between physical and online shopping, and the spatial analysis on consumer behavior, have been emerging and profoundly facilitated the theoretical and methodological transitions of commercial geography. The rising power of consumption in modern society has further entailed the adoption of new perspectives, e.g. the socio-cultural perspective from consumption geography, to interpret commercial space and activities, and the extension to include more diverse consumption practices and social relation networks. The theories and explanations derived from humanism, neo-Marxism and structuralism are also widely applied to better understand the consumption space. Situated in an increasingly complicated social context and with a tendency to pay more attention to daily life, the research of commercial geography is no longer confined to the material aspects, but is turning into a more open system of knowledge advancement. This paper summarizes the ongoing scholarly enquiries in commercial geography. Based on a brief review of the traditional research of commercial geography, the strands of literature to identify the new change in response to the growth of ecommerce, to apply new technic and methodologies which provide a more comprehensive and systematic understanding, and to explore new analytical perspectives in a dramatically changing social context are evaluated.

90 RESEARCH ON SECOND HOME SOJOURN: A REVIEW FROM TOURISM GEOGRAPHY PERSPECTIVE

The development of globalization and post-modern cities have promoted the increase of personal mobility. The phenomenon of second home sojourn, which is based on "leisure vacation" and "living life" is in the ascendant. The unique mobility characteristics of the second home sojourners and the interactive relationships between human and environment have become the frontier field and a hot topic in tourism geography research, and arouse the high concern of academic circle. This paper is based on a review of the development history of second home both at home and abroad. Taking geography's "human-environment interaction" relationship as the research themes, and summarize the content of second home research, and summed up a second home research content system based on the "human-environment interaction" relationship. In contrast to foreign research, we discovered that the research on the second home in our country pays little attention to the effects of second sojourn. There are deficiencies in the study of the sojourners' social networks, and local attachment. Finally, based on the nature of research in tourism geography and the background of China's economic development, provide some superficial suggestion on this proposition. The study aims to promote the application of tourism geography in the field of the second homes, hoped that academic circles will expand more in-depth research in this field, further enrich and improve the second home research content system. And expand the research objects and deepen the research contents of tourism geography, and to provide scientific basis for the planning, construction and sustainable development of the destinations for sojourners.

99 MATERIALISM, ENVIRONMENTAL AWARENESS AND THE LOGIC OF FAST FASHION BRAND CONSUMPTION

Fashion and brand consumption is a major area of research in Geography. The pursuit of materialism and environment preservation is a paradox in the field of fashion consumption. On one hand, in order to promote sales, international fast fashion brands try their best to stimulate material consumption at the expense of environment. On the other hand, they claim to commit to environment protection and have adopted proactive measures in the management of supply chains. In the meantime, consumers attempt to achieve a balance between material pursuit and environmental awareness. Actually, materialism conflicts environmental awareness in fast fashion consumption. Questionnaire and structural equation model have been used in this paper to explore the influence of consumers' materialism and environmental awareness on identity of fast fashion brands and consumption behavioral intention in order to promote understanding of consumption logic of international fast fashion brands in China. The questionnaires were officially issued through a network platform called SOJUMP. A total of 405 questionnaires were collected from June 10 to 24, 2016. 358 copies are valid and recovery efficiency is 88.40%. Then SPSS 19.0 was utilized to test data reliability and validity and the results are statistically good. Further, Structural Equation Model analysis was conducted by Lisrel 8.72 and the fitting degree is good. After analyzing the data analysis results, three main conclusions were drawn as follows. First, materialism is the most important factor in the international fast fashion brand identity and the logic of consumption. Second, The stronger the consumer's environmental awareness, the higher the brand identity and consumer behavioral intention. Third, the degree of brand identity has no significant mediating effect on environmental awareness and brand consumption behavioral intention.

106 THE EVOLUTION OF SOCIAL SPACE IN THE SURROUNDING AREAS OF GREAT RELICS UNDER PROTECTIVE UTILIZATION: BASED ON THE PERSPECTIVE OF SPACE PRODUCTION

Based on the general overview of the existing research, the paper takes the social space around the Great Relics as the research object, and summarizes the basic regularity of the peripheral development of some Great Relics that have been carried out protective utilization in Xi'an. From ternary dialectical framework of spatial production, the paper takes three capital circulation as the logic line to explore the relationship between the protective utilization of the Great Relics and the social changes in the surrounding areas of the Great Relics. There are four major conclusions in the study. Firstly, the study finds that space production theory, because of its two-way mutual benefit of social and spatial analysis, has realized the spiritual, material and social unification of the surrounding areas of the Great Relics. Secondly, the protective utilization affects the inherent social space structure in periphery of the Great Relics with its direct motivation which is the material space gradually construction driven by the space capitalization. Thirdly, the social production relations of residents around the Great Relics continue to evolve under the drive of spatial function succession and social production mode change. At last, under the multiple contradictions of cultural relics protection system and land use system, protective utilization will further create the complexity of the social space surrounding the Great Relics.

115 A STUDY ON BEIJING ANT TRIBE'S WILL OF STAYING IN BEIJING: BASED ON RATIONAL CHOICE THEORY

Whether Beijing ant tribe choose to settle in Beijing is the result of maximizing their own utility. Based on the Rational Choice Theory and using the survey data of Beijing ant tribe in December 2016, through analyzing the geographical distribution of Beijing ant tribe, it is found that Beijing ant tribe is mainly concentrated in Changping District, Chaoyang District and Haidian District, among them, the ant tribe in the Huilongguan area is the most densely distributed. The Beijing ant tribe presents the characteristics of scale of distribution and continuous growth. On this basis, referring to the classification criteria of Rational Choice Theory,this paper starts from the three dimensions of survival rationality, economic rationality, and social rationality, using univariate analysis and logistic regression to conduct empirical research on the factors influencing Beijing ant tribe's willingness to stay in Beijing. The study found that residential decision is mainly affected by 5 factors:gender, educational level, living conditions, social security and social interaction. Social rationality had a more significant impact on the Ant tribe's wish to stay in Beijing than economic rationality and survival rationality. And from the perspective of social space theory, this paper analyzed the significant causes of the influencing factors, geospatial and social space influences the personal resources of the ant family, marriage formation, and risk resistance, thus affecting the ants' willingness to settle in Beijing, which could provide reference for relevant policy formulation.

122 SPATIAL HETEROGENEITY OF PUBLIC SERVICE FACILITIES IN CENTRAL SHANGHAI

The complex feature of spatial inequality has become a hot research issue in urban geography. With the accelerating urbanization, the analysis of intra-urban structure and the procedure of spatial heterogeneity is difficult to carry out owing to the complexit. In addation, more attention was focused on structural heterogeneity of urban public facilities than functional difference yet. To fill this gap, based on API data of five public facilities, the spatial inequality and centralization of public service facilities were showcased. This paper studies the special features in terms of structure and function of Central Shanghai. It is interesting that unique phenomenon of spatial inequality and polarization in Central Shanghai is occured in some way:First of all, the structure that is typical core-peripheral trait is evidently observed in the whole public service facilities. In detail, they are mainly concentrated in the urbanized areas, showing a high-level aggregation. Indeed it is consistent with our perception as well. Secondly, though different public service facilities are of different spatial structural characteristics. That is to say, significant differences are found in the layout of public facilities of Shanghai in view of functional characteristic. Obviously, two typical clustering models of public facilities are found due to space, rent, nature of service, and so on. Thirdly, it is surprising that, in recent years, the multi-center structure of education and medical service facilities has been steadily increasing. What's more, it has presented new features of increased spatial disparity, and it enhanced spatial agglomeration. Last but not least, we need to point out that townships in Shanghai's main downtown area are developing slowly in the process of urbanization.

131 STUDY ON INFLUENCE OF LANZHOU-XINJIANG HIGH-SPEED RAILWAY ON ACCESSIBILITY AND ECONOMIC CONTACT IN NORTHWEST AREA

High-speed rail is profoundly changing and influencing regional spatial pattern of China. The Lanzhou-Xinjiang High-speed Railway, as an important transportation line along the Silk Road Economic Belt, plays an important role in promoting economic development of northwest China. The shortest time distance, weighted mean travel time and economic link strength index were comprehensively selected to quantitatively analyze the impact of the Lanzhou-Xinjiang High-speed railway on the accessibility and economic linkage in the northwestern China. It is concluded as follows:Firstly, the Lanzhou-Xinjiang high-speed rail caused unbalanced space-time convergence effects, which affected and reshaped the regional spatial structure. The urban accessibility optimization of stations along the high-speed railway is higher than that of non-high-speed railway stations, and the "core-edge" pattern has been further strengthened. Secondly, Lanzhou-Xinjiang high-speed rail improved the daily radiation capacity of the central city and accelerated the spatial expansion and reconstruction. The area of each time circle of the central city has increased to different degrees, and the isochronous circle is zonal along the high-speed rail line and obviously extends outward. Thirdly, LanzhouXinjiang high-speed rail has enhanced the economic ties between cities in the northwest China and promoted the development of the transportation economic belt.

140 RESEARCH ON INFLUENCE FACTORS AND TEMPORAL-SPATIAL EVOLUTION OF PUBLIC LIBRARY IN CHINA

Public library have a key role in public culture service, preserving culture heritages conducting social education, spreading public knowledge and information, and developing intellectual resources. This paper is based on the perspective of geography space-time research, using the data of Chinese county public libraries from 1994 to 2013, using statistics and GIS spatial analysis to gain an insight of the temporal and spatial pattern of Chinese public libraries and to know how they developed. We use multiple regression as analysis method and Geo-detectors as analysis tool to find out what factors have strong impact on the distribution of libraries and intensity differences of the spatial-temporal differentiation of public libraries, then exploring the impact mechanisms. The result shows that:First, the overall level of development of China's public libraries continues to increase. Second, the spatial diffusion effect of China's public libraries is more significant, and their level of aggregation gradually declines and tends to develop in a spatially balanced distribution. Third, the distribution of the density of public libraries in China generally shows an upward trend year by year, but the gap in the development level of public libraries between regions is further widening; In conclusion, The spatial and temporal distribution pattern of public libraries in China is influenced by many factors such as economy, society, culture, and policies.

151 THE INFLUNCE OF RAINFALL AND AIR POLLUTION ON PUBLIC BICYCLE USAGE: A CASE STUDY OF XI'AN

As a new way of public transportation that has developed rapidly in recent years, public bicycle has become a research hotspot in related disciplines in the world. A large number of scholars investigated the characteristics of public bicycle usage pattern and its influencing factors. The empirical evidence from Chinese cities is even more lacking. This paper takes Xi'an as an example, using Xi'an Zixingche backstage database to explore the impact of rainfall and air pollution on the public use of urban residents. The results show that the scale of public use is reduced under rainfall and air pollution conditions, and the impact of rainfall is greater than that of air pollution. Under the condition of rainfall and air pollution, the proportion of balanced sites is reduced, and the spatial distribution of cold-hots pots of these is significantly different. Rainfall and air pollution have a significant impact on the intensity of usage, the number of high frequency usage stations is significantly reduced, and the impact of rainfall is greater than air pollution. The spatial characteristics of the high frequency station centralization and the distribution along the extension corridor are weakened under rainfall conditions. However, there is no significant change under air pollution conditions.
