Abstract:The development strategy of urbanization is one of the core components of state or regional economic strategies. In the new times, rapid development of urbanization in Quanzhou has raised some serious problems, including the decreasing influence of central city in the course of regional development, confused ideas about the future development mode of county seats, random and blindness in action of constructing town and so on. Nevertheless, it is very imperative for Quanzhou to take initiative measures to formulate an overall and long term development strategy of urbanization to adapt the changing environment. This paper is made up of 5 parts. In the Part 1, on the basis of analyzing the connections among GDP per capita, NI per capita and urbanization rates with reference to the established comparative systems in the world, the author concludes preliminarily that Quanzhou city is in a period of the starting point entering the rapid development of urbanization, which means continuing population and economic agglomeration to city and town. Part 2 delineates the frame of urban system and specifies the quality contents of modern urbanization in the future Quanzhou.The author first puts forward that in Quanzhou the modern urban system, taking city as a leading role and central city as a core, should be established as follows:(1) the key point of construction to urban system is not those low grade towns but those cities of different levels;(2) in the entire system, considering the central city as the core, the development of high grade city should be more preferential than that of low grade one;(3)the result of urbanization will make most people in Quanzhou live in different levels of cities and realize the terminal goal of the society of urbanization. Meantime, to turn Quanzhou into a modern city, the author emphasizes five quality principles of urbanization including ecology, personality, modernization, socialization, and culture. Part 3 expounds the necessity of turning Quanzhou proper into a competitive extra large city and some relevant suggestions. Part 4 generalizes the international experiences of establishing "new town" and proposes to construct the county seats of Quanzhou at the model of new town. Part 5 proposes to develop "central town" following the model of small sized city. To guarantee the quality of choosing and constructing central town, the author thinks it necessary to observe three key principals including essential population numbers, balanced spatial distribution, and the potentials of economic development.
