根据舟山市定海区社会、经济和生态发展的多重要求,基于多目标规划方法和灰色关联技术对该区在1996-2004年间城乡土地利用结构合理性进行了定量评判。研究表明:①舟山市定海区城乡土地利用结构合理性程度总体不高,但随着时间推移逐渐趋向合理;②定海区城乡土地不同用地类型与目标值的贴近程度存在很大差异,揭示出不同用地类型的调整空间差别明显;③与整个上升趋势相比较,1998年间的土地利用合理性程度突然下降,反映出自然灾害对舟山市定海区城乡土地利用结构的影响依然十分显著。

Land use planning is the core content for land use structure. Land is a socio-economic carrier of activities, and how to rationally, efficiently and economically use land is one of the main purposes for the new land use planning. Because spatial rationalization of land use is a macro basis of the regional land-use planning, it is extremely necessary to propose a reasonable space structure of urban-rural land use under the background of the regional economic integration, rapid urbanization and regional industry as well. Urban-rural land use system is a multi-level, complex one with mutual feedback, and its reasonable evaluation must be overall from the perspective of development and reunification. Based on the demand, this paper takes Dinghai district of Zhoushan city in Zhejiang province as an example, and puts forwards the optimization method to evaluate the rationality of structure of urban-rural land use. Also, according to multiple goals of social, economic and ecological development of Dinghai district, the paper has judged its rationality of structure of urban-rural land use during 1996-2004 with the optimum standard set up and the grey correlation technique employed. The study approach is, on the one hand, to provide the basis for the new urban-rural land use planning in Dinghai district. On the other hand, it is to hope the method can provide a reasonable application to the other regions for evaluation of urban-rural land use structure.
The results show: Firstly, the rationality of Dinghai's urban-rural land use was not higher, but its total tendency gradually becomes rational; Secondly, there were significantly differences for rationality degrees among the different land use types. The paper reveals that not only the reasonable level of urban-rural land use from the perspective of time can be evaluated, but also the reasonableness of urban-rural land use for the different type of lands from the level of cross-section can be quantitatively analyzed. However, from the whole evaluated process of the urban-rural land use, there exists the significant influence to establish the reference goal for the entire evaluation of land use, thus results vary greatly based on the different objectives of reference. Therefore, it is the basis to establish a reasonable reference to optimize the structure of urban-rural land-use.
