Abstract：The harmonious development on environment,resources,population and economic society,being one of the pillar ideas of Deng xiao-ping's developmental theory,is an important Choice of the policies forward anti-poverty in the South Mountain Area of Ningxia during the exploitation of western China. The crucial results and original causes of this wide and poor region being very undeveloped,we think that they are due not only the agricultutal failure but also the misorientation of relation between man and environment. This paper intends to discuss the policy choioces for anti-poverty in the South Mountain Region,which are based upon the sustainable development of environment,population and resources through inducing the regional environment to positive evolution,emphasing on the people's whole development to harmonize the resource opening,controlling the great scale of population and enhancing the quality of population there.
