Abstract：This article mainly discussed, in the construction process of "The great Yinchuan City" in Ningxia Hui nationality autonomous region, how to fertilize the cultural content of Yinchuan city, increase the cultural level, and forge the special cultural construction. Based on the analysis of present special culture construction condition of Yinchuan, the article issued six kinds of strategic conceiving of development as follows:①constructing the solid cultural basement of "Saishang jiangnan". By planting trees and greening process, protection of the lakes and pools, construction of gardens and parks, to form the famous living style as "city in forest, forest in city; city in lake, lake in city; city in garden, garden in city ". ②Emphasizing the Hui nationality country's special style and custom in the culture. Through deepen development, integrity and innovation of the Hui nationality's cultural resource, constructing the cultural ethnic village of Hui nationality, living style and custom park or garden of Hui nationality, building the history museum of Hui nationality, to show a heavy cultural environment of Hui nationality. ③Rebuilding the special spirit of Xi Xia(West Summer) dynasty. Through digging, recovering and reform the history, politics, law, economy, culture, arts, living styles and custom of Xi Xia(West Summer) dynasty, and rebuilt the tomb of Xi Xia(West Summer) dynasty's nobles, construct Xi Xia Town, to show the celebrities and elegant of the special culture characteristics of Xi Xia(West Summer) dynasty. ④Embedding the yellow river culture, the great sand-land culture and grass-plain culture to the preferred culture base. ⑤Constructing the reasonable space structure draft of the local cultural construction. ⑥Developing powerfully the special and local cultural industry.
