Abstract:The scientific development conception is a kind of advanced regional development conception, which is the amalgamation of coordination thought of man-land, systematic science thought and the sustainable development thought, and it leads the regional development theory to evolve to "comprehensive integration methodology". This paper, with the guidance of scientific development conception and comprehensive in tegration methodology, in the background that the regional development emphases of the Yangtse Delta sets in the riverside areas, analyses the resources character, the structure of industry and the development stage, and then constructs the sustainable development system of Nanjing riverside area, which is the demonstration of the sustainable development of Yangtse Delta area. This system integrates elements of economy, society, ecosystem, human and its wisdom into a whole, and its main frame contains four subsystems that is Objective Subsystem, CPU Subsystem, Supporting Subsystem and Restriction Subsystem.. (1) Objective Subsystem is the layout of regional development, and is the aim and command of the regional development.(2) CPU Subsystem is the main performance system, and in it, the concerted exploitation of resources is the main thread of the regional development, the concerted upgrade of industry structure is the nuclear part, and the concerted optimization of spatial structure is the base and coordinator of the former two.(3) Supporting Subsystem is the construction system of regional development environment, and it has the support and mutual promotion to CPU Subsystem.(4) Restriction Subsystem is the monitor and harmonizing system, and it provide limit, assurance and promotion to the former three. These four subsystems function with the feedback mechanism. Furthermore, this paper expatiates on the detail construction items and the function flow of the sustainable development system of Nanjing riverside area.
