Abstract：The paper discusses that culture is a fountain of sustainable tourism development, analyses the structure and characteristics of tourist culture resources and reveals the essence of exploitation in tourist culture resources. For a study case of the exploitation of tourist culture resources in the North of Jiangsu province, based on the topical culture about hero, the author puts forward some proposals, such as concentrating display and strengthening perception, constructing atmosphere and deepening experience and creating artistic conception and explaining read.
