Abstract：In the age of information, marketization and humanism, it is necessary to understand the essence of region and to construct the paradigm of region and regional planning from a systematic and dynamic view. Based on system theory, the author holds that region is a system with factors, and can be provided with structure, and exist in a specific surrounding. The function of a regional system is caused and reflected by the factors, structure, and the surrounding. As a strategy blueprint, regional planning is an innovational process which is around the "function gap" between the future and the status quo of region system, in which function is the core concept in the regional planning involving economic, social and environmental function. The innovational process includes factor innovation, structure optimization, market innovation and regulation innovation. The draft and implementation of regional planning is a subjective process which is not only embodied in the process of systematic decision and systematic control, but also reflected the initiative of the region actors, and illustrated by the specificity of region. In the research on function of regional system, humanism is the core concept in regional planning, so the epistemology on the function from different group, the ability the network of the regional actors, and planning in the mode of contract should be deepen, the function conflict and its mechanism should be emphasized and the inter-subjectivity of regional actors should be initiated. In the research on factor of regional system, regional learning should initiated and emphasized to respond to the changing world, so regional planning on learning is vital. In the research on structure of regional system, synergetic theory should be applied in regional planning research, to explain how regional structure comes into being and what the mechanism is and which the dominating factor is. In the research on control of regional system, positivism should be emphasized to cast aside the metaphysics views on the innovation, to explore and verify the mechanism of regional system by case study, to acquire the planning tools for practical planning implement, to decompose the system purpose, to measure the conflict of function, and to support the systematic decision. Regional planning is a dynamic progress in which the regional actors need innovate and take control to match the function gap which is between the status quo and the future in the view of region is a system, and the systematic paradigm of regional planning is generalized in the paper.
