Abstract：When the historical wheel of Chinese reform and opening will forge ahead toward 21 century, we are facing a difficult problem that spans two centuries. At the present, the ability of state-owned enterprises to digest unemployment is very limited. It is impractical to resolve the unemployment relying on state-owned enterprises. The relatively workable choice is to devote major efforts to developing nongovernmental economy, in order to clear up the obstacle of ownership that the redundant personnel of state-owned enterprises transfer to nongovernmental economy, and reenforce the ability to absorb the existing laborers of state-owned enterprises and the new laborers of our society.
As an agricultural province, Jilin has a large number of rural surplus laborers; and at the same time, as the old industrial base of our country, the problem of unemployment that state-owned enterprises bring about is more rigorous. It has important practical significance of starting nongovernmental economy to ameliorate the present employment pressure of urban and rural areas in Jilin province, to increase the income of people, and moreover to drive consumption and promote the development of economy. Based on the actual situation of Jilin province, the paper analyses the necessity and the certainty to develop nongovernmental economy:①There are a large number of rural surplus laborers in Jilin at present; ②To raise the peasant income requires developing nongovernmental economy; ③The employment situation is very harsh; ④Both exportation and consumption are weaken; ⑤The nongovernmental economy has been playing an important role in the social and economic development of Jilin, but there are still many problems in the further development of Jilin nongovernmental economy. So, in view of existing situation, the author makes further elaboration on the orientation of developing Jilin nongovernmental economy:①Depending on agricultural industrialization, devote major efforts to developing town and township enterprises that can hold more resources and labor; ②The development of Jilin nongovernmental economy should choose the trades of tertiary industry which have great potentialities to absorb employment; ③Actively making use of foreign capital, developing export-oriented economy. And at the end of the paper, the author gives the measures about how to guarantee the development of Jilin nongovernmental economy.
