Abstract：Valley area and administrative area are two kinds of areas with different characteristics, but they both have the functions of organizing and governing national economy, and have close relations with regional economic development. The unsuitable management of the relationship between the two kinds of areas resulted in many problems in regional development and management. Then the paper puts forward the countermeasures of optimum the relationship.
