本文提出了一套适用于所有国家的行政区分类方案,并在此基础上建立了一个理想化的行政区划体系。

Every adminstrative area in a country, because of some differences of the func-tion of its local government eith of other local governments and othersome causes, can belong in a different type. To compare an adminstrativearea with other in a country or between different countries and find themselves chatacters, it is necessaty to classify administrative areasin each country. In this paper, the author used three methods of the classifications of administrative areas. On the basis of these classifica-tions, the author designed a ideal system of administrative divisions, any administra-tive area in any country could be incluced in it.
