从长远看,创建与保护中国历史文化名城对保护城市风貌、延续城市文化以及发展城市经济都具有重要意义。本文对中国历史文化名城的创建和保护中的几个关系问题进行了阐述探讨,提出历史文化名城的发展必须在保护的基础上发展;发展旅游业必须处理好文物古迹保护和利用之间的关系;城市的建设和发展必须克服长官意志,注重长远利益和整体利益,保护好城市中的文物古迹和历史文化氛围。本文还针对山东省泰安市创建中国历史文化名城过程中的问题和对策进行了剖析。

This article sets forth some view points in the establishment and preservation of China's famous historical and cultural cities and points out that the famous historical and cultural cities must be developed on the basis of preservation, that the development of tourist industry must handle the relationship between the preservation and utilization of the historical relics and sites, that the construction and development of the city must attach importance to the long-term and overall interests, preserve the historical relics and sites and the historical and cultural environment. In addition, this article also gives analyses on the problems and countermeasures in the course establishing a Tai'an city of Shandong as China's famous historical and cultural city. As a city at the foot of Mount tai, the world natural and historical heritage, Tai'an, with its profound historical and cultural connotations and high-quality historical relics and sites, has an advantageous prerequisite to the establishment of a famous and cultural city. However, in the development and construction, Tai'an has ignored the preservation of ancient Tai'an city, classical architectural building and historical relics and sites. In developing tourism, Tai'an has ignored the preservation of Mount tai historical culture and ecological environment. Thus, until now, Tai'an has not enrolled its name in the file of China's famous historical and cultural cities. In order to establish a famous historical and cultural city. Tai'an must set up a special organization to lead the world. Under the principle of "Combine Preservation with Development", Tai'an should preserve its historical and cultural relics and sites, and the ecological environment of Mount Tai and Tai'an city legally and much better than it used to. In the meanwhile, Tai'an should raise sufficient money and make great efforts and take strong and practical measures to preserve its major historical relics and sites much better.
