本文在对现有城市流理论进行疏理的基础上提出强化城市流模型,依据城市流强度值的计算,将黑龙江省东部城市密集区的城市分为三级:城市流强度值较高的佳木斯,是该区域的集聚辐射中心,为区域性中心城市;城市流强度值中等的牡丹江,是区域次级集聚辐射中心,为次级区域性中心城市;鹤岗、双鸭山、鸡西、伊春、七台河等市有较低的城市流强度值,城市的集聚与辐射功能微弱,初步形成地方集聚辐射中心,仅为行政区中心。通过各城市的城市流强度分析,指出黑龙江省东部城市密集区目前存在城市流强度低、城市流强度结构不合理等问题,并运用本文提出的强化城市流模型给出区域强化城市流的对策。

In this paper,the calculation method of the intensity of the urban flow is introduced.The intensity of the urban flow is one of the important quantified guidelines reflecting the interaction of the cities.This paper also presents a new model for urban flow development and shows the general urban flow development policies.
By using the classical formulas,the values,which reflecting the degree of the urban flow of seven cities in the East Heilongjiang urban compact Area(EHUCA),are figured out.According to the values of the intensity and intensity structure of the urban flow,the cities are districted into three classes.At first,Jiamusi,with high-degree urban flow intensity,is the center of this region.Furthermore,Mudanjiang,with middle-degree urban flow intensity,is the sub-center of this region.At last,the cities of Jixi,Hegang,Shuangyashan,Qitaihe and Yichun,with low-degree urban flow intensity,are the centers of their own local areas.By the quantitative analysis of the urban flow intensity and the intensity structure,the cities in the EHUCA tend to the rudiment of the urban agglomeration.EHCCA have a huge gap in the shape of the urban agglomeration with the extroversion functional quantity,and have a long way to boost up the urban flow and perfect the city functions.Form the analysis on the urban flow intensity structure by the GDP and the urban function efficiency N of each city,it is obvious in EHUCA that there is fictitious high value for the actual GDPs.By the way,the real reason for affecting the EHUCA development is the collectivity strength shortage in the above-mentioned cities.In the end,according to the intensifying urban flow model,the paper discusses the development countermeasure for the urban flow in EHUCA.At first,it is imperative to increase the contact between the region and the outside in order to avoid marginalization.Secondly,it is necessary to enhance the contact among these seven cities form a integrated economy zone.At last,the direction of intensifying urban flows of these seven cities is that Jiamusi should improve the integrated service ability,Mudanjiang should perfect the urban function,the other cities should adjust the industry structure,enhance the urban economic,and present the corresponding countermeasures of enhanced urban flow for each city.
