Abstract:At present, the world is at the moment when metropolitan area leads to urbanization, the conditions of region in the future require paying attention to the metropolitan governance. Likewise, the developments of metropolitan areas are related with governance. Based on the model of urban flows and the status of NGO, the paper analyzes the phrases of the Chinese metropolitan areas. It is concluded that Shanghai metropolitan area and Guangzhou metropolitan area have come into the adjusting phrase and formed better structures of city scales respectively, but the development of Guangzhou metropolitan area lags behind Shanghai metropolitan area one due to its immature NGO. Compared with above two areas, the mechanisms of governance in Beijing, Qing-Ji, Shen-Da and Wuhan metropolitan areas are forming because of the centralized effects of central cities. The authors think that the Wu-han metropolitan area is at the transitional level (between the budding moment and the forming phase). Similarly, Cheng-Yu and Guanzhong metropolitan areas have evidently limitations, in which the ranks of city level are separate, especially the middle-level cities are so missing that these metropolitan governances are at the budding moment. According to the overview of literatures abroad, the reformation of governance system in foreign countries has become a new tendency, which seeks the mode with multi-center system under the leadership of a more powerful center. It is believed that it is various structures of government that leads to the failure of governance. Only by building a centralized government as a core leader in the metropolitan area, can it help to smash the bondage of administrational economy, optimize the distribution of resources, and realize the benign development. The authors hold that the most effective governance structures in China should be in accordance with the local development status, and the unanimously approbatory and the key points to improve the benefits of metropolitan are optimizing the structure of city system, intensifying the construction of NGO and consummating the participation of citizens.
