THE GAPS BETWEEN URBAN AND RURAL BASIC PUBLIC SERVICE AND ITS OBSTACLE FACTORS IN JIANGSU PROVINCE

Abstract：This article takes 13 cities in Jiangsu Province as samples to evaluate their public service systems, which include basic education, health care, ecological environment and infrastructure, and uses several research methods, which include the entropy method, coordination degree model, obstacle degree model to comprehensively evaluate the provincial cities' urban and rural public services and their different levels of development. The article has several important findings. Firstly, there is a significant regional difference for the development levels of urban and rural public services. Secondly, each of the above four public services shows different development level. There is a big gap between urban-rural areas for the basic education services. The health services in rural areas are far lag behind those in the urban areas. The gap of ecological environmental services between urban and rural area is relatively small. The gap of infrastructure services between urban and rural area is in the middle among the four services. Thirdly, the level of the coordinated development between urban and rural public services can be classified into four types:the relative well coordinated urban and rural public services in Wuxi and Suzhou, the low-quality balanced urban and rural public services in Yangzhou, Lianyungang and Suqian, the lag behind type of urban public service in Taizhou, Nantong and Xuzhou, the lag behind type of rural public service in Nanjing, Changzhou, Huai'an, Yancheng and Zhenjiang. Finally, it finds out that the differential level of the basic education system and the health care system between urban and rural areas is the major barrier to influence the coordinated development between urban and rural public services in most provincial cities.
