EVOLUTION OF CORE FUNCTIONS AND ECONOMIC SPILLOVER EFFECTS OF CENTRAL CITIES IN THE YANGTZE RIVER DELTA URBAN AGGLOMERATION

摘要

增强中心城市核心功能的辐射带动作用，是推动长三角一体化发展的关键路径。利用2003—2021年长三角城市群数据，构建指标体系测度中心城市核心功能的演化特征，检验其对外围城市经济发展的影响。研究发现：①长三角城市群中心城市核心功能水平持续提升，主导功能优势凸显，城市间形成“差异化协同”的功能分工格局。②中心城市核心功能提升具有经济溢出效应，有效带动外围城市经济增长。③中心城市核心功能溢出的有效辐射半径约为200 km，超过这一范围则表现为负向抑制作用。上海市核心功能的辐射半径更大且强度更高。④外围城市完善交通基础设施、强化人力资本储备，有利于增强其对中心城市核心功能溢出的承接能力，为自身经济高质量发展提供支撑。

Abstract

Strengthening the core functions of central cities and enhancing their spillover effects constitute an important pathway for promoting integrated development in the Yangtze River Delta Urban Agglomeration (YRD). Using panel data for YRD cities from 2003 to 2021, this study constructs an evaluation index system to examine the evolution of urban core functions and their economic spillover effects on peripheral cities. Based on matched data between central and peripheral cities, empirical analyses are conducted to identify both the magnitude and spatial extent of these effects. The results show that: 1) the level of core functions in YRD central cities has continuously improved, with increasingly prominent dominant functions, and a pattern of“differentiated yet coordinated”functional division has gradually emerged among cities. 2) The enhancement of core functions in central cities generates significant economic spillover effects and promotes economic growth in peripheral cities; transportation and scientific innovation functions serve as the primary transmission channels. 3) The effective radiation radius of the spillover effects is approximately 200 km. Beyond this threshold, the positive effects gradually weaken and may even turn negative. As the national central city of the YRD, Shanghai exhibits a larger spatial reach and stronger spillover intensity than other cities. 4) Improvements in transportation infrastructure and human capital accumulation in peripheral cities strengthen their capacity to absorb spillovers from central cities, thereby supporting high-quality economic development. These findings provide policy implications for coordinating the enhancement of central-city functions with the development of peripheral cities and for further advancing regional integration in the YRD.
