Abstract：With the improvement of living standards, the tourism industry is developing rapidly. Closing to nature becomes a good way for people in the city to relax the pressure. Leisure resorts are rising in a number of scenic areas. As the siting and layout of resorts is an important part of affecting the operation of the scenic areas, the location of resort will have a great influence on future planning and development of this area. Siting means the assessment and selection of the best location. The site of resort is the process of selecting location in the scenic areas, using a more scientific method to determine the final selection of the region, and make it become the best economic and eco-effective resort. Through the collection, comparison and analysis of domestic and foreign research about siting, especially on selecting of the resort location, the authors sum up a number of factors which impact on siting, including regional policy and planning, climate, slope, aspect, transportation, landscape and visual effects, etc. By way of hierarchy analysis and experts assessment, the authors give weight to these factors. Design the technique route of the siting evaluation on this basis. This paper takes the five plots around Qixian Lake as example, based on some collected data, combining GIS technology with mathematical methods to comprehensively and quantitatively analyze the impact of factors in order to achieve the purpose of qualitative and quantitative comparison about the suitability of different areas to build resort. According to the technique route, this paper analyzes the conditions of slope, aspect, visual effects and traffic about the five plots, and gets the evaluation of these factors. At last, we can see Plot 3 has the most obvious advantages in slope, transportation and visual effects for building the resorts. By analyzing the course of the study and the results, the conclusions can be obtained.
