ANALYSIS ON SPATIAL BEHAVIORS OF DIFFERENT AGENTS IN THE VILLAGE AND TOWNSHIP OF CHINAAND COUNTERMEASURES BASED ON GAME THEORY

Abstract:China has entered a rapid urbanization development period, spatial behavior ability of the various agents(rural residents, enterprises, rural grassroots self-governing organizations, and the local governments) in the village and township has been greatly improved in the promotion of urbanization and industrialization. The irrational spatial behaviors of different agents in the village and township lead to plenty of spatial problems in the rural areas during the process of maximizing their benefits. This paper is problem oriented, and applys the Game Theory to analyse the origin of the irrational spatial behaviors. Accordingly, a series of recommendations on public policies are put forwards so as to effectively guide and regulate the spatial behaviors of different agents in the village and township, and thus build the resource-saving and environmentfriendly spatial environment of village and township area. The outcomes are as follows:Firstly, because of rapid urbanization, lots of rural residents move to city to work and live. Under certain institution arrangement, especially agricultural yield is lower, it is quite reasonable for rural residents to utilize rural land resources inefficiently, then the coping strategy to solve the space problem of agricultural land's desolation is to strengthen supervision of land, implement preferential agricultural policies, and cut down agricultural cost; Secondly, with the development of rural industry, industrial pollution in rural area becomes more and more serious. Thirdly, with fast promotion of urbanization and industrialization in rural area, especially in the outskirt, the various agents' invasion towards rural area leads to the competition for rural space benefit. This paper builds a multi-stakeholders game model to analyze this problem, and thinks that local government is in the strongest position, enterprises supported by local government ranks second in this game process.
