本文按第三产业四个层次的划分,对近年来江苏第三产业内部结构的演变过程进行纵向分析和横向分析,通过建立回归分析模型,揭示第三产业比重与第三产业第一、二层次比重的相关关系。在综合分析江苏第三产业内部结构及其变动基础上,运用综合优势指数法对第三产业内部各行业进行比较,进而确定具有发展优势的重点行业,找出第三产业内部结构升级方向,并根据第三产业内部结构升级趋势分析,对运输邮电业、房地产业、教育文化艺术及广播电影电视业、和科学研究和综合技术服务业的发展,提出了一些政策建议。加强第三产业主导行业发展,深入改善内部结构;增强区域第三产业的协调发展;缩小收入差距促进第三产业的发展。

Along with the upgrading of industrial structure, the proportion of the tertiary industry at home and abroad is continuously increasing and presenting its exponential-function correlative relationship with GDP per capita. The interior structure upgrading of the tertiary industry represents that the proportion of circulating service declines while the proportion of consumer service and producer service goes up, and that the proportion of traditional service goes down while the proportion of modern service moves up. First, this article does some researches on the evolution process of four sections in Jiangsu's Tertiary Industry in recent years, and then deals with the data processing of both cross-section and time series. Moreover, by establishing the regression analysis model, the article promulgates the correlative dependence of the tertiary industry proportion and the proportions of the first, second section of the tertiary industry. After analyzing the present inner structure and the changes of the tertiary industry in Jiangsu Province, the article, also, studies the prospect of every trade by applying the method of aggregate advantage index. Still,, the article argues that the significance should be attached to some major trades of this industry which have developing advantages. Besides, the article pionts out the way to promote the tertiary industrial internal structure. According to the analysis on the promotion trend of the tertiary industry internal structure, the article gives some suggestions on the industrial development of the transportation, the posts and telecommunications, the real estate, education culture art, the broadcast movie television industry, the scientific research and the synthesis technology service.
