FORMATION MECHANISM AND COUNTERMEASURES OF COHESION OF SHENYANG AND FUSHUN

Abstract：Recently, the cooperation degree of some adjacent cities with related industries and similar humanistic history increases greatly. These cities present a trend of urban cohesion, which upgrades regional integration degree and competitiveness. Research shows that urban cohesion is the spatial, economic and institutional cohesion between or among adjacent cities with interrelated industries, similar humanistic history, short distance and close connection of economy and society, so as to establish unitive production factors market, production market and uniform system, and make the residents of different cities have uniform belongingness.This paper elucidates the connotation of urban cohesion, and studies the formation mechanism and countermeasures of the cohesion of Shenyang and Fushun. These two cities have different but interrelated industrial structures, and depend on each other in order to realize their regional goals. Moreover, the rapid integration of central Liaoning urban agglomeration makes the contacts between these two cities more frequent. The formation mechanism of the cohesion could be summarized as follows:1) the rapid urbanization deepened the fusion of economy, society, and space of these two cities; 2) the tendency of government enterprising and the manner of urban cooperation governance made these two cities cooperate in the spatial planning.The problems of cohesion consist of absence of harmonious organizations and mechanism,pressure of establishing system for functional integration, etc. Finally, harmonizing developing strategy,eliminating administration bulwark and establishing independent harmonious organizition are put forward as the countermeasures of the cohesion of Shenyang and Fushun in the paper.
