Abstract:Industrial clusters have become one of the most effective methods in the development and buildup of regional economies and competition, so industrial clusters research is being the hotspot during the eleventh Five-Year Plan made by central government and other local governments. However, the way to select industrial clusters is difficult to many decision-makers and researchers. Thereby, it has been the key technology and the major problem to enhancing regional competition and developing regional economy that how policy-makers and economy participators identify and select regional industrial clusters in order to foster and develop keystone industries and enterprises.
In the beginning, this paper illuminates research methods related to industrial clusters at home and abroad, then it shows the advantages and disadvantages of the current identification methods of industrial cluster and accounts for the relationship between industrial clusters and regional economy development. In the following, based on the domestic and foreign studies, taking the province of Shaanxi as a case, using the method of Location Quotient (LQ) and the Principle Component Analysis (PCA) based upon the table of in put-output analysis, the identification and selection of regional industrial clusters are analyzed in the paper. At last, heavy manufacturing industry, science and education industry, originality industry, tour industry and greenness industry are selected successfully based on the results of LQ and PCA methods and facts in Shaanxi province which are the keystone industries to accelerate economy development in Shaanxi province.
The results on the basis of statistic information at present indicate that "spatial connection" and "functional connection" of industrial clusters can be effectively presented by the method of LQ and PCA. In addition, the method synthesizing LQ and PCA is provided with better feasibility for picking industrial clusters in a range of a province or a city. There is something important with the identification of industrial clusters. That is, identification and selection of industrial clusters is such a huge and complicated system that the results may be different from facts if using quantitative analysis only. So that both qualitative research and quantitative research are needed at the same time. Otherwise, it is highly necessary and urgent for economy run in China to have statistics on industrial clusters and set down feasible identifying criterion.
