LEASING OR SELLING LAND: AN ANALYSIS OF PEASANTS' LIMITED RATIONAL BEHAVIOR IN LAND TRANSFERRING——A Case Study of Land Using for Tourism Development in Zhongshan Yakou Village

Abstract:This paper aims to analyze the peasants' limited rational behavior in land transferring. Empirical study method is used to investigate nearly ninety peasants' decision-making behavior in land usage of tourism development in Yakou village of Zhongshan city, where economic system still maintains the rule that the lands are collective and the distribution is according to one's performance. The authors find that when facing the loss and transfer of lands needed by development of tourism industry, the peasants find it is hard to make decision. Due to their own condition and environmental constraint, it is hard for peasants to measure its long-term and short-term profits in transfer of land. They only can pursue the benefits on the basis of comprehensive security, and show some limited rational behavioral characteristics,which are different perception and attitudes resulted by availability bias, collective choice under the ethical action and non-optimal choice of risk avoided. Finally the decision of selling land breaks the rule of "no sale of land" which they have insisted for long time.During the process of this land acquisition by government, government obeys to farmers' will which shows the progress of peasants' self-government, but because that economic efficiency of the system of "collective work and produce and distribution according to one's performance" is obviously lower than external economy, peasants' labor payment is much lower than the average salary of external market. Selling the land will result in reducing two of the third land rent, and the use of external market system become weak, which means that land rent after selling the land can not make up the gap between the two situations, and this will further impose the young people to leave their village. Continuous practice of collective economy will face more difficulties. Simultaneously Nanglang town faces a good development opportunity because of the strategy of economic development in eastern coastal area of Zhongshan city in recent years. The precious land resource in the Yakou village will become fertile soil of capital deploitation.
