在经济全球化、市场化、分权化的不断作用下,中国的经济与社会发展正在经历着深刻而全面的转型,其中政府角色与作用的变迁是一个值得关注的重要领域。与西方国家政府进行的"企业化管治"所不同的是,中国地方政府更倾向于将行政资源直接移植到新的城市竞争体系之中,即表现为强烈的"政府企业化"特征。在全球竞争时代,城市空间资源是地方政府通过行政权力可以直接干预、有效组织的重要竞争元素,也是"政府企业化"的重要载体,城市空间的发展因而也表现出政府强烈主导、逐利色彩浓厚的特征。本文将从政府企业化这个角度审视中国当前城市空间发展演化的深刻机制,并且对其相应的衍生效应给予客观的评价。

Under the circumstances of economic globalization, marketization and decentralization, China is undergoing a kind of profound and complete transformation in economy and social development, in which the change of government role has been worthy of attention. Different from the western entrepreneurial governance, China's local government prefers to put the administrative resources in the new urban competition, i.e., strong "government's entrepreneuralization" characteristics. The development for urban space is shown with the characteristics of governmental guidance and benefits-pursuing. From the viewpoint of government's entrepreneuralization, this paper will examine the deep mechanism of urban spatial development evolution at present in China, and objectively evaluate its corresponding effects.
It's believed in this paper that the transformation of Chinese socio-economic development occurred under both the domestic and foreign environments. Owing to the fierce competitive environment and in complete economic & political system reforms, various growth coalitions are formed in reality, caused by lo cal government with strong power and enterprises with capital control. Therefore, both economic and political benefits-pursuing have become the core part for local government at present, and urban space has become one of the important carriers to realize this goal. In essence, "government's entrepreneuralization" is featured as the behavior directed by government. Based on the above, five aspects are summarized to describe the characteristics of urban spatial development under the circumstances of local government's entrepreneuralization.
It's basically concluded that 1) Under the special period at present in China, the research of urban spatial evolution must be explained and understood in the big background——system transition. 2) Local government's entrepreneuralization orientation, which has appeared in transition, is the vital strength to guide the urban spatial development and evolution at present and a certain period in the near future in China. 3) The urban spatial development and evolution under the circumstances of local government's entrepreneuralization is the inevitable outcome in the deep socio-economic system transition.
