THE MECHANISM AND ASSESSMENT OF ECO-CITY CONSTRUCTION FROM PERSPECTIVES OF URBANIZATION AND ECOLOGICAL TRANSITION: TAKEN BEIJING AS EXAMPLE

Abstract:This paper focus on the practical problem of eco-city (ecological city), which is the modern tendency of urban development, formulates the mechanism of construction of eco-city from perspectives:the interaction of urbanization and ecological transition. And Beijing, the capital of China,is taken as an example to evaluate the capacity of eco-city construction in multiple levels:from two macro aspects, which is the urbanization sub system and ecological transition sub system; and from the 6 sub levels of functional groups, which is urbanization of population and space (UA), urbanization of economy (UB),urbanization of society (UC) situation of ecological environment (EA), pressure of eco-environment (EB), capacity of ecological support (EC).
The analysis achieves several instructive conclusions:1)The index system of capacity construction of eco-city from aspects of urbanization and ecological transition is constructed. 2)In the urbanization sub system, the correlation between UA and UB is the strongest. In the ecological transition sub system, the correlation between EB and EC is the strongest. The results display that social urbanization is comparatively backward. In the ecological transition sub system, the correlation between EB and EC is most close. As for the interrelationship of 6 functional groups, the urbanization groups are highly correlated with ecological transition groups. And the advanced significant relationship between EC and 3 urbanization sub-functional groups are positive. The conclusions signify that the cultivation and accumulation of ecological capital should be paid much more attention. 3)The nonlinear regression analysis of urbanization and ecological transition proves:they correlates closely, from 1991 to 1997 they conflicted acutely, they coordinately improve from 1998 to 2002. And there is an "U" shape coupled relationship between them. 4)the overall capacity of Beijing's eco-city construction is continuously improving with the characteristics as follows:from 1991 to 1994 the capacity is at "slow growth-low level", from 1995 to 1997 the capacity is at "moderate growth-middle level", from 1998 to 2002 the capacity is at "rapid growth-advanced level ". 5)The speed of different function groups is selected for assessment in special time stage.
