根据江苏省样本地市的城乡公共服务水平及居民满意度调查数据,通过构建指标体系及权重,构造重要性与满意度矩阵等方法,本文从基础教育,医疗卫生,社会福利,文体服务、公共设施和生态环境及公共服务等方面对江苏省城乡公共服务水平的差异进行了分析。结果表明:江苏省城乡公共服务水平的区域差异明显,苏北地区的城乡差异较大,苏中和苏南地区较小;居民对城市公共服务满意度总体好于农村;城市与农村各类公共服务水平差距显著,尤其表现在文体服务与公共服务设施上;多数地市城乡公共服务水平协调度偏低。针对分析结果,本文提出了促进江苏省城乡公共服务协调发展的政策建议。

This article analyzes the difference of public service levels between urban and rural areas in Jiangsu province in terms of basic education, medical health, social welfare, cultural and sports services, public facilities, ecological environment, public services and many other aspects. To achieve effective and realistic results and therefore raise practical policy proposals, the follow-up analysis adopts multiple research methods,which include constructing the indicator system and weight, structuring importance and satisfaction degree matrix and so on, and the conclusion is based on the investigation data obtained from the questionnaire survey of urban-rural public service levels and residents' satisfaction degree which conducted in sample districts of Jiangsu province. The research and follow-up analysis yields several important findings. In the first place,the study reflects a significant regional difference in terms of the development levels of urban and rural public services in Jiangsu province, on the one hand, the gap between urban and rural public service levels in northern districts of Jiangsu province is relatively huge, on the other hand, the middle and southern part of Jiangsu province both manifest a mild difference. Secondly, on the whole, urban residents' satisfaction degree on public service level is higher than that of rural residents'. Thirdly, each of the above mentioned public service levels in urban and rural area shows different development stage, especially in fields of cultural and sports service, and public facilities services. Last but not least, the majority of the studied urban and rural areas demonstrate low coordination degree in the development level of public services.
