旅游资源产权不明晰,旅游市场的不完全竞争性,非理性的旅游及其它经济活动以及片面强调旅游业的发展优势是陕西省旅游资源遭受破坏的主要原因。因此陕西省必须实施可持续旅游策略,树立资源忧患意识,改革旅游资源开发体制,建立资源价值合理化机制,实施绿色营销等,努力做到资源保护与旅游经济发展相协调。

Tourism resources are being destroyed seriously during the quick development of tourism. The main reasons include:First, there is no effective limitation and protection on the exploitation and utilization of tourism resources due to the unclear ownership and resource costs which is hard to calculate. Second, the unfair competition in the tourism market leads to the lack of incentive structure for protecting the tourism resources. Third, the structure and function of tourism ecosystem area are damaged by the tourism and other economic activities. As far as the tourism enterprises and tourists during the exploitation and consumption, they input largely flows of material and energy which damage the structure of environmental system. Other economic activities also are possible to damage the tourism resources. Forth, over-stressing of advantageous condition of tourism ignorance its specialties result in fatal destruction to the resources and tourism environment. Based on above analysis, this article draws a conclusion that developing the sustainable tourism is the basic way to protect the tourism resources of Shaan'xi province. First, the key to the sustainable tourism is the sustainability of the exploitation and utilization of tourism resources. Second, the products of sustainable tourism should have strong lives. Thirdly, sustainable tourism demand people attach more importance to guide both market and product in the development of tourism. Fourth, the way to develop the sustainable tourism is mainly the system economy not the scale economy, because the damage to tourism resources comes from many different economic activities. Lastly, the protection of resource is as important as the exploitation and utilization. They are three components of theme in the development of tourism. Based on the reality of exploitation and protection of tourism resource in Shaan'xi province, this article makes a series of suggestions on how to develop the sustainable tourism. They are:first, to set up the worry idea of tourism resources;Second, to reform the present system of the exploitation of tourism resources;Third, to separate the functions of resource management and tourism enterprise management, set up a system of capitalization of resources. Fourth, to develop tourism according to regional conditions. and to promote the tourism towards the style of quality and efficiency;Lastly, to implement the green to tourism by both the tourism service and the tourism consumers.
