在当今全球化与区域化趋势并存的时代,新区域主义以其强调区域竞争、保护地方经济社会多样性的主张,引起学术界的广泛兴趣。新区域主义源于20世纪80年代后期,这一期间国际社会经济环境的激烈变动,导致新旧区域主义在政治经济、国际贸易、经济系统、区域发展目标等方面存在根本的差别。在全球化和后冷战结构的制约下,新区域主义主要表现为大区域主义、小区域主义及国家内部的各类区域组织三种形式。论文针对中国现行的区域发展模式在新区域主义的冲击下,暴露出的薄弱环节,提出中国的区域经济发展战略应从三个层次展开。

Nowadays, there exits two trends in the world. They are globalization and regionalization. New regionalism came forth in the late of 1980's. During this period, international social-economic environment changed greatly. These changes lead to the fundamental differences between new regionalism and old regionalism, in the aspects of political economy, international trade, economic system, and targets of regional development. In the backgrounds of globalization and Post-Cold War Era, new regionalism represents three forms.First, the macroregionalism.Secondly the microregionalism.The last form of new regionalism refers to the domestic regional organizations. Under the impact of new regionalism, the present regional development models of China reflect two problems. One is that the models pay mo re attention to the agglomeration and diffusion effects of developmental factors in single region and neglect the cooperation and competition among regions. The other is that the models pay more focus on the resource disposition and effect and neglect the common benefit system caused by regional league. This paper claims that regional economic development strategy should be considered in three levels. First, the country as a whole unit takes part in various transnational regional cooperation organizations. Secondly the economic districts, taking cities as its core, form economic technological cooperation network with economic districts of other countries. Thirdly the domestic regional economic cooperation should be reinforced, and the operation of regional management organizations and institutions should be taken into account.
