A STUDY ON THE STANDARD OF THE RATIONALITY OF REGIONAL INDUSTRIAL STRUCTURE BASED ON ENVIRONMENTS AND RESOURCES

Abstract:Industrial structure is a key link of man's action to ecological system.Its combining type and intensity determine, to a great extent, the economic benefit, resources utilization efficiency and stress on environment. So how to select or construct a standard to assess the rationality of industrial structure is more important, especially nowadays our country is adjusting the industrial structure to realize the sustainable economic growth. After retrospection of the previous research on this standard home and abroad, this paper put forward a new standard, comprehensive relative potential (CRP) which put more attention to the thoughts about environments and resources, to judge the rationality of industrial structures. Then the paper discussed the concept and the quantifying model, especially the method of ascertaining the weighted coefficient values for evaluate indicators, of comprehensive relative potential. On the basis of the study of CRP theory, this paper took Fuzhou city as a case study. In view of the thought about environments and resources and based on relative statistics, the paper compared the emissions of wastes and the consumptions of energy by industry sectors and analyzed the city's industrial structure according to the quantifying method of CRP mentioned above and the conclusions were as follow s:(1)Production & supply of electric power, gas & water, papermaking & paper products, petroleum processing &coking were the main industries, of which the CRP value were very low (less than 10), that meant these industries consumed a large amount of natural resources, with higher compositions of wastes comparing with other industries such as machinery and equipment manufacturing industry. (2)On the whole, the industrial structure in Fuzhou was relatively reasonable. Contraposing the assessment result above, the paper raised the train of thoughts about readjusting the city's industrial structure:Fuzhou should inspire the development of high CRP sectors including chemical fiber, smelting and pressing of ferrous metals, machine building, electric machinery & electronic equipment manufacturing while restricted the development of sectors which have low CRP values mentioned above. Through the case study, the paper draw the conclusion that we can judge the rationality by calculating the CRP value of industry sectors and the CRP theory is a useful means to industrial structure adjustment if we can build a reasonable index system.
