A STUDY ON LAND USE CONFLICTS IN THE URBAN SPATIAL RECONSTRUCTION PROCESS——A Case Study of Guangzhou City

Abstract:In the theory of urban political economy, space contains the interests of social actors and spatial structure is the reflection of social interest patterns. Therefore, the reconstruction of urban space indicates the adjustment and integration of social interest patterns. During the process of urban spatial reconstruction, some social actors will have conflict on account of land function adjustment, land income apportionment, disposition of land property, land development and management. Currently, land use conflicts deriving from urban spatial reconstruction become one of the urgent issues in the rapid urbanization process, and receive the attention of academic circles, local governments and the public. Studies on types and influencing factors of land use conflicts are the basic premises of many studies. Based on socio-spatial perspective in urban political economy, taking Guangzhou city for instance, the authors select the vital issues of urban spatial reconstruction fields as research objects. The results show that the nature of urban spatial reconstruction is the adjustment of spatial interest patterns, land use conflicts originates from the imbalance of spatial interest distribution, the inequality of the distribution of land use externalities and the interest incompatibility among different social actors. On the governance of land use conflicts, the government should standardize the operation of public power, balance the interest relation among stakeholders, provide convenient and communication channels and cooperation platforms,and promote urban spatial coordination and integration.
