This paper evaluates the Chinese cultural landscape in accordance with the historic development and various nationalities distribution, evaluates the natural landscape in accordance with the territorial differentation laws, and divides the first level tourist cultural region in China, the second and third level tourist cultural region in Northern China. Tourist purposes of domestic and foreign tourists are discussed according to different degrees. Regional tourism should not replace all the long-distance tourism. Furthermore, the paper puts forward exploitation ways and tactics of tourist resources in China. Finally, the paper consideres that it is necessary to make an appropriate estimate of the tourism development in China.
