ON THE COMPARISION AND COORDINATION OF VILLAGE-TOWN PLANNING AND LAND USE PLANNING

Abstract

Village-town planning and land use planning are two important types of the development planning of economy and society in the Chinese rural area. The two types have similarities as well as differences. The following are some of similarities:(1) They both belong to the subject of economy and society planning;(2) The theories and ways they use are quite similar;(3) They both base on rational use and distribution of land;(4) They both must be under the national laws or rules and directed or controlled by high-level planning. But there exists markable differences in the spatial range, the time limit, the way to land use, the appraisable system for land use and the content of land use. Especially, in the rationality of the planning itself, the administrative organization of the units drawing up the planning and different understandings or thoughts to the planning, there are many shortcomings that sharpen the conspicuous co ntradictions and problems in the development of economy and society in our countryside. In order to solve the contradictions and problem s, the following ways are reasonable to be used:(1) Planning and implementing under the law;(2) Making overall plans and taking all factors into consideration, overall balance and rolling revision;(3) Understanding the relationships between the two planning types and delimitating "two areas"(planning-construction area and area of the basically-protected farmland) reasonably;(4) Adjusting the administrative division timely and reducing or merging the natural villages reasonably;(5) Making the ways to working out planning better and finding the unity of the two plannings;(6) Establishing dynamical and spatial planning information systems which base on new technology.
