BASED ON FUZZY LOGIC METHOD EVALUATING URBAN LAND INTENSIVE USE——A Case Study of Jiangsu Province |

Abstract Intensity of man-land relationship is one of the several challenging problems for sustainable development of China. With the acceleration of urbanization, the development of city demands more land for constructing. The nation's condition that we have a very large number of population and not enough farmland, which asking us should use land intensively. Intensified use of urban land is not only an essential request for sustainable urban development but also one of the hot spots for recent urban land use study at home and abroad. This paper focuses on assessing the intensity of urban land use in Jiangsu province by fuzzy logic-based method.
Fuzzy logic, provide a rich and meaningful improvement, or extension of conventional logic. In this paper, according to the fuzzy logic principles, the author established a multi-level index system for assessing urban lan d intensive use. The index system contained two major subjects and 9 serial evaluation indicators. The two major subjects are high economic profits & efficiency of urban land use, both evaluation weights are assigned to 0.5. The index set of land use's high economic profits includes per unit area GDP, per unit area government revenue, per unit area gross output value of industry and per unit area retail sales of consumer goods, which evaluating weights are set as 0.4, 0.2, 0.2 and 0.2 separately. The index set of land use's efficiency includes per capital floor space in use, per capital floor space for living, per capital of road areas, per capital public green areas and floor area ration, which evaluating weights are assigned to 0.25, 0.167, 0.167, 0.167 and 0.25 separately.
Based on the assessment result, the urban land-use's intensiveness of Jiangsu province can be ranked into five levels. 1) Nanjing and Suzhou are belonging to the grade 1.2) Wuxi and Yangzhou belong to the grade 2; 3) Xuzhou, Changzhou, Lianyungang, et,al belong to the grade 3; 4) None belongs to grade 4; 5) Suqian city belongs to the grade 5. The assessing result accords with each city's man-land relationship and reflects the efficiency of urban land's economic outputs. At the end of this paper, some suggestions for the intensive use of urban land were proposed.
