Counties are the basic administrative unit and vector to transfer rural labor in China. With the view of harmonization development between the city and the country, based on the entropy method and SPSS software package, this paper builds up a comprehensive index system on urbanization level, including the population, economy, social culture and infrastructure. From the view of the time and space, this paper makes a comprehensive assessment on urbanization level of Shuyang county in Jiangsu Province,the results show that the urbanization has been in general rising development period(1990-2002); The level of population urbanization is always lower than integrated urbanization;urbanization development has a relationship with economic urbanization; and infrastructure construction has its period fluctuation.And it is evaluated that each town has developed on its own unique strength in the ability of economic and radiation, five center towns selected should be emphasized.The author filtrates out Shucheng, Sangxu, Machang, Shizi, Miaotou towns as the central towns. All the five towns have made influence on the surrounding towns. The situation and problems in the course of urbanization is considered.Furthermore, some countermeasures are provided,such as strengthening the construction of county and the center towns,developing industry, controlling population and managing policy.
