ACCESSIBILITY ASSESSMENT AND PLANNING OF HOSPITAL——A Case Study on Yizheng City |

Abstract Hospital is one of the important elements in public utilities. It provides necessary medical treatment chances to residents. Its spatial distribution and accessibility will affect chance and convenience that resident can get to hospital. Accessibility analysis can be used in different periods of choosing location planning of hospital. Firstly, we should evaluate present infrastructural facilities in order to decide which facilities should be relocated or closed. Secondly, when we choose location for new facilities, accessibility analysis will help policymaker choose a suitable position.
Therefore, this paper takes concept of accessibility into hospital planning. Using MapX and Delphi, the authors develop information system by which the route can be choosed based on the shortest time and generate the point value diffusion maps, isograms and service converge maps of hospital accessibility. Through this way, we can know the time and route that any point in region get to hospital.
Based on land traffic network, this paper evaluates accessibility of hospitals in Yizheng city. Some conclusions are drawn as follows. The shortest time to get to the first grade hospital is less than 30 minutes. The most accessible regions are distributed mainly over eleven townships whose accessibilities are less than 12 minutes. The worst accessible regions are distributed mainly over in Hexiang village, Zhuqiao village, Qianke village and Shuangjian village whose accessibilities are between 12 minutes and 30 minutes. The service scopes of 21 first grade hospitals are tally with their administrative areas. The capabilities of Dayi village hospital, Liuji village hospital and Maji village hospital have not met present population's demands, Zhenzhou village hospital, the second people hospital of Yizheng city and Xupu hospital in Zhenzhou village have the same problem. Other 10 hospitals have a surplus capability. The shortest time to get to the second grade hospital is less than 67 minutes. The distribution of accessibility presents circles.The best accessible region is Zhenzhou town. The worst accessible regions are distributed mainly over in Hexiang village and Zhuqiao village in Dayi town.
