STUDY ON THE ASSESSMENT OF RESOURCE UTILIZATION EFFICIENCY AND ENVIRONMENTAL SUSTAINABILITY OF NEW TOWNS IN YANGTZE RIVER DELTA |

Abstract The high-density development and intensive utilization of land will be the great guides for the future urban planning and development in China. At present, the construction of new towns has been out of control, so many researchers engaged in thinking about the direction of sustainable development. This paper selected 10 representative new towns in Yangtze River delta as a research region. Based on the eco-economic theory and spatial scale of new towns, a sustainable development index system has been set up. We used multi-criteria fuzzy evaluation method including NAIADE and PROMETHEE to measure resource utilization efficiency and environmental sustainability of new towns. Meanwhile, the restrictive factors influencing the sustainable development of the new towns were disscussed. The results indicated that:1)The sustainable development level of Yinzhou, Baoshan and Minhang new towns is high, the sustainable development level of Suzhou industrial park, Jiading, Binjiang and Xiasha new towns is low; 2)the five index including land development intensity, population carrying capacity, nitrogen dioxide concentration, per capita public green area, numbers of top three hospitals within a radius of 5 kilometers are the restrictive factors for the sustainable development; 3)the distance from the main city and the scale of land use have some certain influences for the sustainable development of the new towns.
