基于IAD理论框架的大城市乡村空间治理研究——以上海市金山区廊下镇为例

摘要乡村是国土空间的重要构成部分，大城市乡村比一般乡村受到更强烈的城市化影响，面临着最剧烈的国土空间多功能冲突，但是聚焦大城市乡村空间治理的探讨尚未展开。本文在国土空间治理现代化转型大背景下，厘清大城市乡村空间治理的内涵与特征，基于IAD理论构建了包括治理环境、治理行动和治理绩效的一般性分析框架，以及“规划—整治—运营”一体化的大城市乡村空间治理行动。进一步以上海市金山区廊下镇为案例，分析了其“规划—整治—运营”不同环节的行动主体和运行规则。研究认为大城市乡村空间治理不仅需要单独的空间规划、综合整治和乡村运营，更重要的是强调各种工具的统筹，强调从划定蓝图、实施路径再到价值实现的整个治理过程的系统整合。

Abstract：Rural areas in metropolis faces the most severe multi-functional spatial conflict since they are more strongly affected by urbanization than the general rural area. The governance action integrating "PlanningConsolidation-Operation" is the core of the whole theoretical framework, which is defined as the planning stage, consolidation stage and operation stage. The Langxia town in Jinshan district of Shanghai has practiced the spatial governance from the blueprint of rural unit planning, the comprehensive land consolidation in the whole town area, and then to the realization of land value by rural operation. The results shows that the spatial governance of rural area in metropolis not only requires independent spatial planning, comprehensive renovation and rural operation, but also emphasizes the systematic integration of the whole governance process from drawing a blueprint, implementation path to value realization.
