Abstract：After more than 20 years urban tourism of shanghai develops rapidly. Tourism infrastructure and function enhanced continually, tourism attraction perfects with each passing day, new architectural sights emerge continuously, and tourism industry is becoming the newessential engine of shanghai economy. Facing the new opportunities of China's entry into WTO, deeper development of APEC, constructing of China-EU Free Trade Area, large-scale development for Chinese Western areas, and enhanced International Status of China, Shanghai will ensure its predominance of strateg ic highland on the urban tourism, reinforce the action of tourism integration with Yangzi River Delta Area, attach itself to the process of tourism globalization with the Asia-Pacific and whole world, benefit in the process of regional integration, and exalt the urban tourism competitiveness for itself.
