Abstract:Each time there are great changes in productive forces, there must be a new ideology as its driving force.Historic Cultural Village presents the advanced culture, and tells us a new idea of "conserve the resource and to achieve sustainable development".Now the development of Historic Cultural Village is backward, often in the form of being marginalized in many aspects, such as in the construction of new socialist countryside, culture tourism and heritage protection. All the researches show us that developing tourism in Historic Cultural Village is a effective way to resolve the contradiction between new idea and present situation. From 2003,the Ministry of Construction、the State Cultural Relics Bureau choose some villages as "National Historic Cultural Village",which meeting the flowing three features. This is a symbol of the establishment of our selection and protection system. The name of National Historic Cultural Village is infecting an affirmance of ancient villages, which shows great potentialities in the development, but now they are fall behind. Many scholars study Historic Cultural Village on their value feature, the relationship between tourism development and protection, the appraisal of tourist value and so on,and obtain many research results, which can hardly resolve brass tacks. There are three-dimensional attributes of Historic Cultural Village:the basic one is settlement;the epiphytic one is heritage and the derivative tourism resource, which also means three levels in its sustainable development:the promotion of settlement;protection of heritage and exploitation of tourism resource.
