Abstract：The paper considers the methods, which are that fork-custom museum, minority's culture village and ecologic museum are only used to protect cultural tourism resources of minorities cannot radically solve protective problem in tour resources exploitation according to the methods related to protection and existent problems of tourism resources. The paper discusses that illogical property rights, which minorities do not possess of their culture resources, should be altered, and logical property rights that minorities possess of their culture resources is able to radically solve the problems of culture tourism resources of minorities in protection based on property rights theory and culture resource's essence from ways and problems of protecting culture tourism resources of minorities. Logical property rights are the basic precondition in order to deal with contradiction and conflict between minority culture tourism resources and economic development. The paper puts forward that if minorities gain maximal behalf in exploiting culture tourism, minorities would become the real master of their resources. The minorities can be inspirited to protect their culture tourism resources in order to maintain sustainable using of cultural tourism resources. There are three sections in the paper. Firstly, the problems and paradox are discussed and analyzed. Second, the paper argued that logical property rights are the drive to protect cultural tourism resources of minority. Third, a brief summary is given.
